Effective Finance and Performance Improvement can help the NHS to address ongoing challenges including budget constraints, rising demand for services, waiting list backlogs and workforce challenges. Improvement programmes are crucial in helping systems and organisations to tackle financial pressures, improve patient outcomes, enhance operational efficiency, and maintain regulatory compliance.

Arden & GEM’s Health and Care Transformation (HCT) team already provide Finance and Performance Improvement support to a range of NHS organisations including NHS England, Integrated Care Boards (ICBs) and healthcare providers. Our Finance Transformation support provides a holistic approach to transformational change that builds collaborative system behaviours through relationships, culture, consultation, shared purpose, stewardship, implementation and accountability.

Our end to end approach includes working to develop / check your strategy through to implementation support, project management and evaluation to deliver sustainable finance transformation. Our support includes:

  • Deep dive analysis into system expenditure to build an in-depth, multi-source package of information
  • Translating data to identify quality improvements in provider quality of care, equity, patient outcomes, safety and efficiency opportunities to release savings
  • Articulation of financial impact, outcomes and benefits realisation
  • Strategic financial planning including grip and control governance and processes.

Baselining, benchmarking and identifying enables better understanding of patient’s needs, population health requirements and can lead to improvements in workforce demand and capacity across acute, community, mental health and primary care services.

Our dedicated expert teams provide a full diagnostic analysis, working alongside clinicians to identify service outliers to support progression of transformational ideas and opportunities that will lead to quality improvements within services. Our support includes:

  • Utilising national and local benchmarking databases, providing deep insights across services to support transformation and overlaying best practices via our expert clinical and leadership teams
  • System wide reviews detailing areas of opportunity - best practice reviews and highlighting opportunities for improvement using tools such as the Athena PHM platform and STAR
  • Embedding a culture of learning, supporting the whole system to find value in their data for improvement and transformation.

Providing single system reporting enables outcomes to be optimised through collective understanding and management of health and care resources.

Our specialist reporting team bring together a unique blend of expertise covering finance, workforce, process automation and business intelligence ensuring harmonised reporting through improved information accessibility. Our support includes:

  • Applying an ICS management ethos to drive Triple Aim delivery
  • Managing resources collectively across whole system to support value based healthcare
  • Optimising outcomes from system resources for population
  • Stewardship approach implementation (shared goals and resources) – developing capability to report and manage ICS service lines.

We work across systems with clinicians and managers to understand the service needs of patients by mapping the patient journey, highlighting resource implications and identifying allocative efficiency improvements.

Our multi-disciplinary teams provide a full diagnostic analysis, align complex datasets and collect information to enable decision making that improves the quality and efficiency of healthcare provision. Our support includes:

  • Population identification and segmentation based on symptoms, function and need - mapped along the patient pathway to understand patient needs and demand fluctuations
  • Analysing data by our team of finance, data and clinical and operational experts alongside system population health stakeholders to enable greater understanding of requirements
  • Alternative demand approaches by looking at the patient demand for each service setting – where demand data is not available and costs are driven across a number of disease groups
  • Informing system planners and population health stewardship groups to plan and anticipate need along a patient pathway. It is recognised that realising a different flow of funds requires additional support that we are well placed to provide.

We baseline system wide temporary staffing arrangements to support optimised collaborations and improve workforce outcomes.

Bringing together expertise spanning project management, workforce transformation and planning, service redesign, data and analytics and procurement to provide support to health systems aiming to reduce waste and improve value within temporary staffing. Our support delivers a baseline report highlighting key areas for improvement and includes:

  • Governance, controls and reporting that provide a framework that empowers providers to self-assess their governance frameworks, identify key risks, issues and opportunities
  • Procurement advice and contract management to find the optimal route to market for agency staffing
  • Workforce organisation support to implement and embed e-rostering and e-job planning to improve attainment to the national grading scale
  • Additional workforce planning and transformation expertise and support.

We bring together expertise spanning project management, QI, workforce transformation and planning, service redesign, data and analytics, procurement and contract management to provide support to health systems aiming to reduce waste and improve value.

Our support provides system leaders with reassurance that new models of care will provide the best patient services and experience whilst ensuring value for money. Our support includes:

  • Building on baseline data (WTE, estates, consumables and drugs) to accurately articulate the existing model of care
  • Accurately mapping the new model of care using the cost per patient and re-costing the new establishment (including rebasing the estates costs) and linking demand and capacity with the workforce
  • Ensuring the governance and controls are in place to monitor the actuals vs the model assumptions.

NHS England established national priorities to recover core services and improve productivity whilst progressing delivery of the key ambitions of the NHS Long Term Plan.

We enable systems to become more efficient with leaner processes and more sustainable methodologies. Working with clinicians and managers across the systems to understand their metrics of quality and productivity, our experts can provide full diagnostic analysis, align complex datasets and collect information to enable decision making that improves the quality of healthcare being delivered. We support organisations and systems with demand and capacity planning from improving system flow and bed allocation to baselining workforce and activity to inform elective recovery plans.

Our expert team blend workforce, data analysis and business analytics expertise to provide demand and capacity planning that forecasts shortages or excesses of resources in both the short and long term. We support system leaders to manage demand and capacity across services, identifying areas for improvement as well as supporting transition and subsequent change management requirements. Our support includes:

  • Creating dashboards at an organisation, system, service or geographical level that deliver intelligence to drive future demand and capacity decisions and improve system flow
  • Translating data to identify quality improvements in provider quality of care, safety, efficiency, opportunities and patient outcomes to release efficiency savings
  • Utilising ESR and/or other payroll system data to provide understanding of current workforce and identify temporary staffing needs
  • Time series data to demonstrate trends to help plan resource around variation in demand and maximise capacity.

The launch of the Darzi review has laid bare the critical condition of the NHS, and three key themes that now need to be considered as part of recovery and reform: Re-engage staff and re-empower patients; lock in the shift of care closer to home by hardwiring financial flows; simplify and innovate care delivery for a neighbourhood NHS.
