Calculating Quality Reporting Service (CQRS)

In addition to providing essential services, primary care providers in England are also incentivised to deliver additional services through enhanced funding schemes. Whether commissioned nationally or locally, it is vital that additional activities, claims and payments are accurately reported and administered.

CQRS is an online system, funded by NHS England and developed by the CSU Collaborative, that enables easier claims management for commissioners and prompt payment for primary care providers.

CQRS National is a mandatory payment system for delivery of the GP Contract for Direct Enhanced Services (DES). CQRS Local complements the national payment system but has been developed separately, with local flexibility and configuration in mind, to support Integrated Care Boards to manage their localised incentive schemes including Local Enhanced Services (LES) and Local Incentive Schemes (LIS).

CQRS Local offers primary care providers and commissioners:

  • a one-stop shop to manage locally driven schemes which reflect local priorities
  • customisable options for services, tariffs and providers
  • the ability to make payments without the need for providers to submit invoices following the approval of a claim
  • reporting tools that enable easier monitoring of activity and spend
  • reduced risk of inaccurate claims
  • secure user access managed through NHS Mail single sign on
  • dedicated onboarding, advice, training and technical support.

The web-based portal standardises and streamlines the process of provider claims against local schemes. This reduces administrative time and ensures claims are visible within a secure platform.

Why CQRS Local?

The Calculating Quality Reporting Service has been operating successfully in England since 2020.

CQRS Local, which was introduced in 2021, is used by a growing number of ICBs to efficiently and promptly manage their Local Enhanced Services and Local Incentive Schemes.

Almost 3,000 active users are benefiting from a streamlined approach to claims management, with over £38 million of claims made by users in 2023.
